In fact, the SSN was intended to be used for identification only for Social Security purposes. Then income tax was added. Then private parties were allowed to jump in and use a government identification number for their purposes. Then the government reneged on its initial promise that SS cards would not be used as identification cards. There have been numerous violations of uniqueness. It's generally a poor identification number.
